1. fill up 9 gal bucket , pour into 4 gal bucket ,left with 5 gal , pour out 4 gal and fill from remainder from 9 gal leaves 1 gallon
2. solve one gal twice.
3. fill 4 gal 3 times the poor out 9 gal
4. fill  4 gal one time
5. fill 9 gals poor 4 gals out
6. solve for 5 than solve for one
7. solve for 6 solve for one
8. 4 gal bucket 2 times
9. fill 9 gal bucket 
10. fill 4 gal twice then poor out  2,4 gals.
11. fill up 9 gal bucket 
12. fill 4 gal bucket 3 times
13. fill both the 9 & 4 gal bucket to the top & dump them in a big bucket
